To transform the Institute into an automated work environment that support Training, Research and Information Dissemination.
 
ICT Department Mission
To provide, coordinate and translate the use of ICT resources to the satisfaction of the Institute and its stakeholders.
 
Introduction
ICT Department provides a cross cutting function that address the optimal connectivity and operations of Computers, harness the emerging technology to enhance training, research and information dissemination capability of the Institute through, backup upgrade, disaster recovery, troubleshooting, maintenance and repairs of system with the provision of technical support, and also to conduct series of Computer and ICT related training for education planners and managers for effective service delivery.
 
Structure:
The Department has four Units, as indicated in the organogram below.
Functions:
The Department of ICT is a service department which performs the following functions:
Head of Department
The Head of the department performs the following functions;
  • Advices the DG/CE and Management on ICT related matters.
  • Overseas the operations of the department.
  • Implements approved organizational programmes.
  • Manages the human resources of the Unit in accordance with the approved personnel policies and procedures.
  • Manages effectively the financial and physical resources of the department.
  • Formulates policies and plans, and makes recommendations to the Management.
  • Decides/guides courses of action in department’s operation by staff.
  • Interfaces between Management and ICT Team Members.
  • Interfaces between the Organization and its public, stakeholders and community.
  • Motivates staff of the department.
  • Looks into the future for change opportunities related to the Organization’s mission.
  • To implement the strategic goals and objectives of the department.
  • To give direction and leadership towards the achievements of the Organization’s philosophy, mission and goals.
  • Makes recommendations to Management on critical matters.
  • Oversees the design, marketing, promotion and delivery of quality programmes and services.
  • Recommends yearly departmental budget for Management’s approval and prudently manages the department’s resources within the approved budget guidelines.
  • Ensures that the Institute, its mission, programmes and services are consistently presented in strong and positive image to relevant stakeholders.
  • Assists the DG/CE and Management to fulfil its governance function.
  • To guide and monitor the institution’s ICT activities in accordance with the statutory goals, mission and vision of the Institution.
  • Preparation, computerization and publication of data on students’ admission, enrolment projections and determination of Full-Time Equivalent (FTE).
  • Construction/Development of institution’s website; and regular maintenance of it to meet national/international identity and better online access enhancement.
  • Deployment of a convenient portal solution for online automation of institution’s activities. This will enable online payments, transfers and programme registration at the click of buttons.
  • Provision of institution’s Campus WiFi, and the extension of this through a Local Area Network (LAN) to put the entire workplace under a distinguished web cloud which will enhance seamless networked automation of all activities.
  • Provision and distribution of Bandwidths to meet institution’s demand; and regular monitoring of the usage within the system.
  • Creation and maintenance of online Content and Learning Management Systems to cater for online delivery of contents to students and workshop participants.
  • Procurement and Regular maintenance of hardware for effective usage across units and departments.
  • Supply of computerized Staff and Student data for institution’s Annual Budgets.
  • Preparing, providing and updating all necessary statistics for the institution’s Development Plans, including preparation of Staff and Students statistics for enrolment, projections and Academic Briefs.
  • Regular liaison and consultation with Management and Personnel/Establishment Officer on information and data on Staff and Students for planning purposes.
 
Functions of Units
Technology in Education Unit
The Technology in Education Unit is a service Unit which performs the following functions:
  • Assist the Training and Research departments to get familiar with current trends in instructional media to facilitate effective training workshops and presentation of research findings.
  • Provide necessary assistance to staff and NIEPA stakeholders in packaging information through the usage of necessary instructional media to make it user and reader friendly.
  • Getting necessary updates in Technology in Education field in order to provide necessary expertise support to the institute.
  • Oversee the daily operations of the Unit.
  • Handling general duties such as coordinating meetings, events and training programmes.
  • Identify, acquire, organize and disseminate materials information and supplies that are pertinent to the NIEPA course delivery.
  • Serves as a clearing house, where facilitators have easy access to variety of training equipment.
  • Give facilitators optimal assistance in preparation and production of presentation.
  • Oversee logistics of the unit activities to ensure that they are well coordinated.
  • Assist in planning and executing of in-service training programs for academic and non-academic staff of the education sector through established seminars, workshops and conferences of NIEPA as a way of updating knowledge and skills in tune with present day educational practices.
  • Liaise with other Technology in Education centres and other information centers in and outside Nigeria for promoting best practices in NIEPA.
  • Recommend to appropriate authority the necessary instructional Technology in Education materials to be procured.
  • Developing and delivering technical training sessions and workshops, working with a wide range of multimedia software including, audio, video, web, animation, and photo to develop materials for online, hybrid, and face to face courses.
  • Conducting research to identify potential applications for new and emerging instructional technologies.
  • Maintaining an accurate inventory of equipment in the Unit.
  • Participating in appropriate training opportunities on an ongoing basis for the purpose of maintaining technological competencies.
  • Supervising and training participants on the appropriate use of available technological tools.
  • Develop manuals and conduct series of computer and ICT related trainings for education planners and managers
  • Develop and maintain a regular work plan schedule with the T&R departments in order to ensure effective delivery of its training activities.
  • Any other business assigned.
 
Application Support Unit
The Application Support Unit is a service Unit which performs the following functions:
  • Capacity development of internal and external staff on the use of relevant application software.
  • Ensure that training management process and procedures are strictly followed and adhered to.
  • Provide technical expertise and share knowledge with other team (Units) members.
  • Monitor application performance and provide technical support to application software users as required.
  • Learn new products and technologies outside the background experience.
  • Accountable for proper development of staff.
  • Provision of input to continuous service improvement with a focus to improve service delivery.
  • Work closely with Unit members to ensure timely analysis and resolutions of issues raised on a day – to – day basis.
  • Work as a team, communicate skillfully and effectively prioritize and manage a wild variety of task in the Institute.
  • Provisions of support for users of application software e.g. MS Word, MS Excel, Power point, MS Access etc.
  • Designing methods to store, analyze, utilize, and organize data.
  • Sets up computer databases after identifying user needs.
  • Migrate data from old systems to new system.
  • Create ways to store, organize, and present data.
  • Work with other departments to identify users’ needs.
  • Develop manuals and conduct series of computer and ICT related trainings for education planners and managers.
  • Any other business assigned.
 
Systems Support Unit
The System Support Unit is a service Unit which performs the following functions:
  • Designing, Installation and Maintenance of computer networks, including Local Area Networks (LANs), Wide Area Networks (WANs), the Internet, intranets, and other data communications systems.
  • Ensures networks are running smoothly and upgrades networks to provide maximum performance.
  • Oversee daily computer performance, provide technical support and install software for computer users.
  • Setting up of new equipment and keeping records of service.
  • Performing minor repair works.
  • Providing technical assistance and support related to computer systems, hardware, or software.
  • Responds to queries, runs diagnostic programs, isolates problem, and determines and implements solution.
  • Develop manuals and conduct series of computer and ICT related trainings for education planners and managers.
  • Any other business assigned.
 
Information Dissemination Unit
The Information Dissemination Unit is a service Unit which performs the following functions:
  • Collaborate with development team to discuss, analyse, or resolve usability issues.
  • using software languages and other tools to create Web applications and delivers on the technical aspects of websites.
  • Maintaining websites, ensure sites are functioning properly and are available to users. Tests speed of access and improve upon loading speed.
  • Disseminating approved Institute information through the Institute’s official website, Facebook, Twitter and other social media.
  • Removal of approved out of date information from the public domain.
  • Develop manuals and conduct series of computer and ICT related trainings for education planners and managers.
  • Identify or address inter-operational requirement.
  • Track compile website usage data.
  • Test new software package for use in web operations of other applications.
  • Develop or implement procedure for on-going website revision.
  • Setup or maintain monitoring tools on web server or website.
  • Test backup or recovering plan regularly and resolve any problems.
  • Recommend website improvement and develop budget to support recommendation.
  • Implement update, upgrade and patches in a timely manner to limit losses of service.
  • Identify standard and communicate levels of access and security.
  • Determine sources of web pages and software problems and take actions to correct them.
