SHOFOYEKE Adebiyi David, Ph.D

DIRECTOR GENERAL/CHIEF EXECUTIVE

Dr. Adebiyi David Shofoyeke is an eminent scholar, distinguished educational planner, and Chief Training and Research Fellow, currently serving as the substantive Director General and Chief Executive Officer of the National Institute for Educational Planning and Administration (NIEPA). With over two decades of dedicated service to advancing educational management in Nigeria, Dr. Shofoyeke brings an extensive wealth of academic expertise, institutional memory, and strategic leadership to the helm of the Institute.

His robust academic foundation is rooted in some of Nigeria’s most prestigious tertiary institutions. He graduated from the University of Lagos, Akoka, in 1990 with a Bachelor of Science in Education (B.Sc. Ed.) in Mathematics Education. He subsequently advanced his studies at the University of Ibadan, where he earned a Master of Education (M.Ed.) in Curriculum Studies with a focus on Population Education in 1994, followed by a Doctor of Philosophy (Ph.D.) in Social Studies, specializing in Population Education, in 2002. To complement his core educational expertise with modern administrative capabilities, he also holds a Diploma in Computer Science.

Dr. Shofoyeke began his distinguished career at NIEPA in August 2003, establishing a trajectory of steady professional growth when he joined as a Training and Research Fellow II. Through a steadfast commitment to research excellence, systemic capacity building, and institutional growth, he progressively rose through the ranks to attain the pinnacle position of Chief Training and Research Fellow. Throughout his tenure, he has been a driving force behind the Institute’s statutory mandate to plan, administer, and manage the education sector effectively.

Prior to his appointment as the substantive Chief Executive, Dr. Shofoyeke demonstrated exceptional administrative versatility across nearly every key leadership role within the Institute. His corporate footprint includes serving as the Head of the Training and Research Department, Head of the Research Department, and Coordinator of the North-Central Liaison Office in Abuja. Additionally, he has lent his leadership to various critical institutional committees, governing councils, and staff development initiatives. Having previously steered the agency as the Acting Director General/Chief Executive Officer, his transition to substantive leadership marks a continuity of vision, excellence, and sustainable reform at NIEPA.

To continuously sharpen his technical capacity, Dr. Shofoyeke has undergone extensive specialized international training. His competencies span Education Sector Strategic and Operational Planning, Projection and Simulation Modeling, Education Sector Plan Appraisal, Institutional Development Planning, Policy Formulation, and Distance Learning Frameworks. These professional proficiencies were garnered through prestigious global bodies, including the UNESCO International Institute for Educational Planning (IIEP) in Paris, the University of South Africa (UNISA), the World Bank Institute, and various International Development Partners, including the UK Department for International Development (DFID). His core research and training focus remains dedicated to population-related issues in education and the professional development of education managers and sector planners.

As a highly sought-after technical expert, Dr. Shofoyeke has driven vital educational interventions as a consultant to major global development agencies. He has consulted for the World Bank on the Global Partnership for Education (GPE), and for UNICEF on Education Sector and Operational Planning, Local Education Strategic Operational Plans (LESOP), and Medium-Term Basic Education Strategic Plans (MTBESP). At the federal level, he has supported the Federal Ministry of Education (FME) on the review of the National Policy on NEMIS and the National Policy on Violence-Free Schools for Children in Nigeria. Notably, in 2022, he served as a lead assessor for the MTBESP across the 36 states and the FCT under the World Bank and FME Better Education Service Delivery for All (BESDA) project. He also led the landmark UNESCO consultancy project awarded to the Institute for the capacity needs assessment of planners and managers at both the FME and NIEPA.

A prolific scholar and dutiful officer, Dr. Shofoyeke has published over 50 articles in reputable national and international peer-reviewed journals, in addition to presenting papers at numerous local and global conferences. He is exceptionally versatile in formulating workshop proposals, interactive modules, and research guides, and is highly proficient in large-scale workshop management. His hands-on technical guidance has been instrumental in developing and reviewing the education sector strategic and operational plans for numerous states, including Niger, Akwa Ibom, Nasarawa, Borno, Katsina, Ogun, Sokoto, Zamfara, and Kogi. A result-oriented leader, he has capably represented the Institute across high-level policy spaces, including the National Council on Education (NCE) official meetings. On a personal note, Dr. Shofoyeke enjoys traveling, cross-cultural engagement, and knowledge sharing. He is happily married and blessed with children.

The Acting Registrar, Olaolu Festus Olagoke was born in Okeigbo, area of Ile-Oluji/Okeigbo Local Government of Ondo State. He obtained a Bachelor’s Degree in Management Studies from Usman Danfodio University, Sokoto (UDUS) in 1998. Young Olaolu in his thirst for knowledge embarked on another Degree programme at Ambrose Ali University, Ekpoma, Edo State where he obtained another Bachelor’s Degree in Economics and a Master’s Degree in the same field.

To further equip himself with essential managerial skills that would make him function in the challenging and dynamic Nigerian Environment, he bagged a Master’s Degree in Business Administration (MBA) from Adekunle Ajasin University, Akungba-Akoko, Ondo State in 2008. Olaolu’s desire for academic conquest propelled him to seek a Doctoral Degree in Educational Management with a specialty in Economics Education from Olabisi Onabanjo University, Ago-Iwoye, Ogun State where he researched on Internal Efficiency of Public Universities in South Western Nigeria.

Mrs. Ololade Adebola Ojolayo, born on August 10, 1975, in Ondo, Ondo State, is a seasoned accountant and financial manager with a passion for academic and professional excellence. She holds a Higher National Diploma in Accountancy from The Federal Polytechnic, Ado Ekiti, Ekiti State (2001), a Postgraduate Diploma in Financial Management from the University of Ado Ekiti (now Ekiti State University) (2005), and a Master’s in Business Administration from the same institution (2007).
