Conceived by the Federal Ministry of Education (FME) in strategic partnership with UNESCO/IIEP Paris, the National Institute for Educational Planning and Administration (NIEPA NIGERIA) operates as a premier Sub-Regional Staff College. Our fundamental mandate is to empower education sector operators across Nigeria and the West African sub-region with specialized, world-class administrative skills.

The management of modern educational organizations has evolved far beyond what foundational education or mere field experience can sustain. To prevent critical systemic gaps, NIEPA provides continuous, in-service orientation and executive capacity building. Currently undergoing a period of rapid, dynamic transformation, the Institute is pioneering cutting-edge initiatives—including modern blended learning approaches and the nationwide deployment of advanced Education Sector Plans (ESP)—ensuring that educational administrators are equipped to function at peak efficiency.

Our Philosophy

We are driven to transmit the most essential, evidence-based knowledge and practical know-how required to build robust capacity for educational planning, management, monitoring, and evaluation. This philosophy is rooted in the urgent national need to produce seasoned, articulate, well-grounded, and technically skilled education managers, planners, and school administrators who guarantee quality, relevance, and efficiency across all tiers of the Nigerian educational system.

Mode of Operation

NIEPA NIGERIA operates a highly agile and specialized bureaucracy composed of leading experts: economists, planners, administrators, statisticians, and information management consultants. We continually leverage a vast repertoire of highly experienced external consultants from UNESCO/IIEP Paris, top-tier Nigerian universities, and the private sector.

To ensure our interventions remain at the forefront of global best practices, the Institute works in aggressive, close collaboration with major educational stakeholders, multinational partners—such as our ongoing operational deployments with UNICEF—and non-governmental organizations to cascade actionable frameworks directly into the field.

Development Partners

The Institute is collaborating with International Development Partners like World Bank; British Council, UNIDO, UNESCO and UNICEF.

World Bank
Twelve professional staff of the Institute were sponsored to South Africa and Lesotho in 2006 for capacity building through World Bank credit.

British Council
Four (4) international consultants were engaged by British Council for the Institute in 2004 – 2007 (1 from Britain for two and half years, 1 from France for 2 months and 1 from South Africa for 3 months). They all lived in the Consultants Quarters of the Institute during their visits. They were engaged to build the capacity of the Academic Professional Staff of the Institute.

UNESCO
UNESCO/IIEP staff came to the Institute on regular basis to build the capacity of the staff on planning/management techniques. The last visit was to build the capacity of the staff on EPSSIM Model so that we can also assist to build the capacity of states.

UNICEF
The Institute is in working collaboration with UNICEF

We have worked with UNICEF to develop Education Sector Strategic (SESP) and Education Sector Operational Plans (SESOP) in 33 States of the Federation.
We have worked with UNICEF to develop 8 modules for building the capacity of members of School Based Management Committees in schools in Nigeria.
We have worked with UNICEF to produce 6 training manuals for building the capacity of Head Teachers of schools in Nigeria.
We are working with UNICEF to build the capacity of states Ministries of Education and SUBEBs on EMIS (Education Management Information System).
